Updated gathering Capacity + Occupancy Levels:
- Indoor religious gatherings may operate at 33% capacity (up from 25% in Phase 3)
- Social gatherings are allowed up to 50 people (up from 25 in Phase 3)
Non-Essential Businesses approved to reopen:
- Low-risk, outdoor arts and entertainment, including:
- Zoos, botanical gardens, outdoor museums, parks + historical sites.
- Indoor arts and entertainment, including:
- Indoor museums and aquariums
- Film and movie production
- Colleges, universities, and other higher education institutions
- Professional sports (no fans)
Non-Essential Businesses that currently remain closed:
- Gyms + fitness centers
- Movie Theaters

The reopening of NY schools is still a possibility for the Fall. Every school district in New York is currently developing reopening plans, as directed by the state. The NY State Department of Health is working closely with Reimagine Education Advisory Council and other consultants to finalize guidance surrounding reopening of schools in September. No decisions have been made as of yet.
